Cheryl Samuels is a multi award-winning HR leader and recognised changemaker in the NHS. Named among the HSJ Top 50 Black, Asian and Minority Ethnic Influential Leaders in Healthcare (2022 & 2024), inducted into the Bravery in the Boardroom Hall of Fame (2025), a finalist in the Caribbean Global Awards 2025 for Outstanding Advocate for DEI, and featured in HR Magazine’s Most Influential List (2022), she is co-founder of #InclusiveHR, a national movement addressing racial inequity within the HR and OD profession.
With over two decades of experience and Fellowship status with the CIPD, Cheryl has held senior national and regional roles across the NHS, including at NHS England. She is a respected voice in the sector, frequently speaking at CIPD events and a regular commentator in the HR press, including People Management. Her track record includes leading large-scale culture change, workforce transformation and inclusive people strategies across acute, mental health and primary care services.
Cheryl currently serves as People & Culture Director at Evelina London, part of Guy’s and St Thomas’ NHS Foundation Trust, and holds national influence as President of NAMPS and Board Member of HPMA London. A thought leader and sought-after public speaker, she is driven by a commitment to embedding justice, compassion and innovation at the heart of NHS workforce culture and leadership.
