Kathryn Al-Shemmeri

Chief People Officer, Cabinet Office

Kathryn Al-Shemmeri was appointed as the Chief People Officer in the Cabinet Office in September 2022. Kathryn leads the Cabinet Office People & Places directorate and (with the support of her senior

leadership team) is responsible for providing outstanding Human Resources services and brilliant workplaces. Kathryn is also SRO for the ‘A Better Cabinet Office’ organisational change programme and is accountable for the successful delivery of lasting change across the key themes of:

  • Career Progression (supporting all of CO people with their career journey);
  • Pay (developing an affordable pay and reward strategy that attracts, retains and motivates all CO people);
  • Leadership, Respect and Inclusion (promoting an inclusive and supportive place to work);
  • Purpose, Culture and Employee Deal (setting a clear and common purpose and being clear about the values and behaviours that underpin it);
  • Learning and Development (improving access to learning resources and giving people the space and time to complete learning and development);

Workplace, Estates and Technology (ensuring CO people are equipped with the right tools and environment to deliver maximum impact. These strands are core to developing a better, skilled and high performing Cabinet Office. Kathryn reports directly to the Chief Operating Officer for the Cabinet Office and is strategic people partner to the Permanent Secretaries across the Cabinet Office group. Kathryn joined the Civil Service Fast Stream in July 2002 and has held a number of roles within the Cabinet Office, Civil Service Human Resources, HM Revenue and Customs, and HM Treasury. Kathryn is a Fellow of CIPD.

Kathryn is married with two children.
